Challenge

The School District of Brown Deer, Wisconsin, had been waiting for the right opportunity to propose a referendum for physical improvements to its schools. The timing was right in 2010, as the political climate changed due to transitions in political representatives to Washington and a recently passed stimulus package.

The village seized the opportunity to plan an all-encompassing referendum for 2011. This referendum included building a brand new elementary school, renovating the middle school and the high school, and improving the entire campus.

The village selected Kapur to assist with master planning, concept design, and public involvement.

Solution

The team at Kapur collaborated with village staff to develop a master plan and a concept for the improvements and to create visualizations to build support for the project by emphasizing the benefits to stakeholders, business owners, and residents.

The referendum passed easily and Kapur was selected to deliver construction-ready plans for the 58-acre parcel that included a new 260-car parking lot, sanitary sewer system, storm sewer, running track resurfacing, and a rain garden. The site was reconfigured to provide a new access drive that would separate car and bus traffic.

This project also included hydraulic analysis and stormwater management for a detention pond, overall site grading, and erosion control. The running track required special considerations for the overall field drainage.

Results

The renovation projects were completed between 2014-2015 and a new 57,000-square-foot elementary school opened in 2019.
