Kapur provided preliminary and final design for the 2.9-mile rural-to-urban roadway expansion of CTH KR from Old Green Bay Road to CTH H in Racine and Kenosha Counties. The project reconstructed a rural 2-lane highway to a 4-lane and 6-lane urban divided section. This section included six new or reconstructed bridges over the Pike River, Union Pacific Railroads (UPRR), and Canadian Pacific Railroad (CPRR). The UPRR and CPRR were at-grade crossings converted to new grade-separated overpasses.
A Regenerative Stormwater Conveyance (RSC) was designed at the intersection of STH 31 and CTH KR instead of a wet detention pond. The WisDOT SE Region was receptive to this innovative concept and agreed to include its construction as part of the project as it reduced takings, maintenance was agreed to be performed by Kenosha County, and added no cost to the project.
Kapur had previously provided similar services for CTH KR Phase I, which reconstructed a 1.6-mile rural 2-lane roadway, which was expanded to a 4-lane and 6-lane urban divided section from CTH H to I-94 North-South.
